The Service Contract Labor Standards, formerly the Service Contract Act (SCA), apply to this contract and it includes SCLS applicable labor categories. Labor categories and fixed price services marked with a (**) in this pricelist are based on the U.S. Department of Labor Wage Determination Number(s) identified in the SCLS/SCA matrix. The prices awarded are in line with the geographic scope of the contract (i.e., nationwide).

The above prices include an Industrial Funding Fee (IFF) of 0.75%.

In accordance with I-FSS-969, future price adjustments will be based on an agreed upon market indicator. The agreed upon market indicator will be the Employment Cost Index (ECI), published by the Bureau of Labor Statistics (BLS), specifically Table 5 for private industry workers (service providing industries, white collar occupations, management, professional, and related), total compensation (not seasonally adjusted).

Other Direct Costs: 
Vendors are asked to include all incidentals/other direct costs in their proposal. On July 15, 1999, GAO ruled in the matter of the Pyxis Corporation, Decision B-282469 and B-282469.2, that “an agency may no longer rely on the "incidentals" test to justify the purchase of non-FSS items in connection with an FSS buy; where an agency buys non-FSS items, it must follow applicable acquisition "regulations." This means cumulative incidentals exceeding the micropurchase threshold of $3,500 that are not part of the Federal Supply Schedule contract must be procured in accordance with applicable acquisition regulations (the Competition in Contracting Act).
